Do I need a VPD when applying with a TestAS or ITB test result?

Yes. If you are an appplicant who is not treated as a German national you will need a VPD certificate for your application at HSBI, even if you have obtained your university entrance qualification via an admission test. To apply for a VPD certificate, you will not need to submit your TestAS/ITB test to uni-assist, just your educational qualifications and certificates from your home country.
